Other agencies may also consider the EIR in the review of project <br />permits or other actions. The potential actions, permits and approvals for the proposed project <br />are anticipated to include the following: <br /> <br />. Zone change to Specific Development (SD) zone. <br /> <br />. Development Agreement <br /> <br />3.2 DRAFT ENVIRONMENTAL IMPACT REPORT <br /> <br />3.2.1 Initial Study and Notice of Preparation <br /> <br />The City of Santa Ana distributed a Notice of Preparation (NOP) of an EIR and an Initial Study <br />(IS) for the MacArthur Place South project on July 28, 2004, for a 30-day review period. The <br />NOP/IS was distributed to the State Clearinghouse Office of Planning and Research, public <br />agencies, utility and service providers, homeowners' associations and other interested parties in <br />the project area. The NOP/IS is provided in Appendix W of the EIR. The City of Santa Ana <br />received twelve written responses to the NOP. Copies of these comment letters are provided in <br />Appendix V of the EIR. <br /> <br />3.2.2 Scoping Meeting <br /> <br />The City of Santa Ana conducted a public scoping meeting for the MacArthur Place South <br />project on July 21, 2004. The meeting was held from 5:30 PM to 7:00 PM, at the City of Santa <br />Ana City Council Chambers, in the Santa Ana Civic Center. The notice of the scoping meeting <br />was included in the Project NOP. A copy of the NOP scoping notice is provided in Appendix W <br />of the EIR. <br /> <br />Based on the findings of the IS and public input provided in response to the NOP, the Draft EIR <br />evaluated the following environmental issues: aesthetics; aviation, air quality; geology and soils, <br />hazards and hazardous materials, hydrology and water quality, land use and relevant planning, <br />noise, population and housing, public services, transportation and traffic, utilities and service <br />systems, and recreation. <br /> <br />Exhibit B <br />Page 3 of 38 <br /> <br />Page 3 <br />
