<br />MacArthur Place South Findings and Facts in Support of Findings <br />Environmental Impact Report <br /> <br />As described in Section 5.11 in the EIR, the long-term operation of the MacArthur Place South <br />project would result in significant adverse cumulative traffic impacts at the SR-55 Northbound <br />On-Ramp at MacArthur Boulevard. <br /> <br />Finding Related to Impacts To The Northbound SR-55 On-Ramp at MacArthur Boulevard <br /> <br />Specific economic, legal, social, technological or other considerations make infeasible the <br />mitigation measures or project alternatives identified in the Final EIR to reduce unavoidable <br />significant cumulative impacts to a level that would be less than significant. <br /> <br />Facts in Support of the Finding Related to Cumulative Impacts To The Northbound State Route <br />SR-55 On-Ramp At MacArthur Boulevard <br /> <br />The proposed project would be required to contribute a fair share of funds for improvements to <br />the Northbound SR-55 On-Ramp to reduce potentially significant cumulative impacts to a level <br />considered less than significant. However, at this time there is no specific funding program or <br />time frame to implement the improvements. Because of the uncertainty then the improvements <br />would occur, the cumulative impacts to the northbound SR-55 On-Ramp would considered an <br />unavoidable significant cumulative impact. <br /> <br />Level of Significance ofImpacts Related to Impacts To The SR-55 Northbound On-Ramp At <br />MacArthur Boulevard. <br /> <br />The cumulative traffic impacts at the northbound SR-55 On-Ramp at MacArthur Boulevard <br />cannot be mitigated to below a level of significance. <br /> <br />4.2 POTENTIALLY SIGNIFICANT ADVERSE IMP ACTS OF THE CITY PLACE <br />PROJECT, WHICH CAN BE MITIGATED TO BELOW A LEVEL OF <br />SIGNIFICANCE <br /> <br />Potentially significant adverse impacts of the MacArthur Place South project, which can be <br />mitigated to below a level of significance are described in this Section. The City of Santa Ana <br />City Council finds that these potentially significant adverse impacts of the project would be <br />mitigated to below a level of significance, after implementation of the identified project <br />mitigation measures and or project enhancement measures <br /> <br />4.2.1 Impacts Related to Aesthetics <br /> <br />4.2.1.1 Potentiallv Significant Adverse Aesthetic Impacts Related to Light and Glare Impacts <br /> <br />Implementation of the proposed project would introduce additional sources of light and glare. <br /> <br />Findings Related to Aesthetic Light and Glare Impacts <br /> <br />Mitigation measures and/or project enhancement measures have been incorporated into the <br />project, which avoid or substantially lessen the significant environmental effect as identified in <br /> <br />Exhibit B <br />Page 14 of38 <br /> <br />Page 14 <br />
