<br />MacArthur Place South Findings and Facts in Support of Findings <br />Environmental Impact Report <br /> <br />implemented the project impacts would be less than significant. <br /> <br />(d) The General Plan envisions a high intensity mixed-use development within <br />MacArthur Place. The size and mass of structures proposed for the MacArthur Place <br />South project would be consistent with the vision of the General Plan. <br /> <br />(e) Approval of the MacArthur Place South project would bolster the economic and <br />social health of the southernmost part of the City of Santa Ana by providing high <br />quality residential and commercial land uses in the project area, thereby improving <br />the City's economic health, and housing stock. <br /> <br />(f) The MacArthur Place South project would allow the City to achieve the following <br />project objectives, which would benefit the City of Santa Ana. The project would: <br /> <br />. Provide a mixed-use project that provides residential uses, supporting <br />commercial uses and on-site recreational facilities within the southeastern <br />area of the City. <br /> <br />. Provide for sale high-rise residential dwellings in a range of product types <br />that appeal to a wide range of market segments. <br /> <br />. Help meet the City's Land Use Element Policy of providing high-density <br />residential development within the City's District Centers as part of master <br />planned mixed-use development. <br /> <br />. Help achieve the goals and objectives of the City's Redevelopment <br />Agency for the South Main Street Redevelopment Project Area. <br /> <br />. Provide new housing opportunities to improve the jobs-to-housing ratio in <br />the City of Santa Ana. <br /> <br />. Fulfill the General Plan objective of concentrating high intensity high rise <br />projects such as this in an existing urban setting, as opposed to displacing <br />lower density (and possibly low income) housing to accommodate this <br />growth premise. <br /> <br />(g) There are no alternative sites in the City that are suitable for the MacArthur Place South <br />project and that would meet the objectives of the project. <br /> <br />(h) Implementation of the Without Cinema Tower Environmentally Superior Alternative <br />would result in 154 fewer residential units and would have a lesser impact on the <br />project's objective of improving the City's job-housing ratio and providing a range of <br />housing types for a wide range ofthe market segment. <br /> <br />(i) Implementation of the Without Cinema Tower Environmentally Superior Alternative <br />would result in a project that is far short of the General Plan objective of 90 dwelling <br /> <br />Exhibit B <br />Page 36 of38 <br /> <br />Page 36 <br />
