<br />CITY COUNCIL MEETING DATE: <br /> <br />~ <br />~ <br /> <br />REQUEST FOR <br />COUNCIL ACTION <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />JULY 5, 2005 <br /> <br />TITLE: <br /> <br />APPROVED <br /> <br />AGREEMENT FOR POLICE DIGITAL <br />EVIDENCE MANAGEMENT SYSTEM <br /> <br />o As Recommended <br />o As Amended <br />o Ordinance on 1 sl Reading <br />o Ordinance on 2nd Reading <br />o Implementing Resolution <br />o Set Public Hearing For <br /> <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Direct the City Attorney to prepare and authorize the City Manager and the <br />Clerk of the Council to execute an agreement with Linear Systems for the <br />purchase of a Digital Photographic, Video, and Audio Evidence Management <br />System in an amount not to exceed $600,000. <br /> <br />DISCUSSION <br /> <br />On August 16, 2004, the City Council accepted a $15 million Urban Area <br />Security Initiative grant from the federal Department of Homeland Security, <br />through the State of California, Office of Homeland Security. This <br />initiative was designed to enhance the domestic preparedness of urban areas <br />by ensuring that all emergency first responders have adequate equipment and <br />systems to prevent, respond to and recover from acts of terrorism. The <br />grant provides total reimbursement to local agencies for equipment <br />purchases approved and authorized by the federal Office of Domestic <br />Preparedness. <br /> <br />The Santa Ana Police Department is the largest municipal police agency in <br />Orange County, and the lead agency in one of the five mutual aid regions in <br />the county. A complete digital evidence management system is a necessary <br />investigative tool that would assist in the successful documentation of <br />extensive crime scenes resulting from terrorist acts should they occur <br />within this urban area. This type of system is able to capture, process, <br />enhance, maintain, or disseminate digital evidence. In addition, it is the <br />only efficient and effective way of documenting a large scale, dynamic <br />crime scene that one would expect to result from a weapons of mass disaster <br />incident. <br /> <br />250-1 <br /> <br />
