<br />2. Promote rehabilitation of commercial properties, and <br />encourage increased levels of capital investment. (Policy <br />2.7) <br /> <br />3. Support new development which is harmonious in scale and <br />character with existing development in the area. (Policy 2.9) <br /> <br />F. Zoning Ordinance Amendment No. 2005-01 is hereby found and <br />determined to be consistent with the General Plan of the City of <br />Santa Ana and otherwise justified by the public necessity, <br />convenience, and general welfare. <br /> <br />G. This project was reviewed in accordance with the Guidelines for the <br />California Environmental Quality Act. The recommendation is <br />exempt from further review pursuant to Section 15332. This Class <br />32 exemption allows in-fill developments on properties of less than <br />five acres that meet applicable General Plan and zoning <br />regulations. Categorical Exemption Environmental Review No. <br />2004-156 will be filed for this project. <br /> <br />Section 2. Specific Development No. 58 (SO-58) is hereby amended as <br />set forth in Exhibit "A", attached hereto and incorporated as though fully set forth <br />herein. <br /> <br />Section 3. If any section, subsection, sentence, clause, phrase or portion <br />of this ordinance is for any reason held to be invalid or unconstitutional by the <br />decision of any court of competent jurisdiction, such decision shall not affect the <br />validity of the remaining portions of this ordinance. The City Council of the City of <br />Santa Ana hereby declares that it would have adopted this ordinance and each <br />section, subsection, sentence, clause, phrase or portion thereof irrespective of the <br />fact that anyone or more sections, subsections, sentences, clauses, phrases, or <br />portions be declared invalid or unconstitutional. <br /> <br />ADOPTED this _ day of May, 2005. <br /> <br />Miguel A.
