The Council recessed at 11:53 p.m., and reconvened at /2:00 midnight, <br />with all members present, except Councilmember McGuigan. <br /> <br />ORAL CO~W3NICATIONS <br /> <br />Jeff Baker, 24906 La Plata, Laguna Niguel, addressed Council <br />expressing concern that the administration harbor a negative attitude <br />toward those paramedics who had opposed the "privatization" proposal. <br /> <br />Councilmember Acosta reminded the Councilmembers of his earlier <br />request regarding a waiver of fees for the Exploratory Learning <br />Center. Tom Gonzales, representing Exploratory Learning Center, <br />indicated to the Council that the fees were for sewer and water permits <br />and totaled approximately $19,000.00. The City Manager and City <br />Attorney indicated they would review the matter and report to the <br />Council. <br /> <br />Councilmenber Acosta expressed concern that the employees in the <br />Neighborhood Improvement Program demonstrated a lack of sensitivity <br />and professionalism in contacting residents. <br /> <br />Councilmember Bricken expressed his concerns regarding develo~m~ent <br />of the area East of Main Street, including the following: <br /> <br />1) The Council should state publicly that Ace Muffler must be <br /> integrated into the redeveloument project on the A-10 site; <br /> <br />2) Staff should clarify confusion regarding a possible moratoriam <br /> on develo~nent in the area; <br /> <br />3) <br /> <br />The City should have a seismic improvement plan which would <br />provide full cost recovery to property owners who made seismic <br />improvements and then were forced to relocate as a result of a <br />redevelo~x~ent project; <br /> <br />4) Staff should c~*~,~unicate with East Fourth Street bar owners <br /> regarding a need to change/upgrade the area. <br /> <br />He requested the City Manager respond to these concerns in 2 weeks. <br /> <br />CITY COUNCIL MINUTES 332 AUGUST 20, 1984 <br /> <br /> <br />
