<br />REQUEST FOR <br />COUNCIL ACTION <br /> <br />(~.i <br />~~ <br />~ <br /> <br />CITY COUNCIL MEETING DATE: <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />JULY 18, 2005 <br /> <br />TITLE: <br />SECOND AMENDMENT TO AGREEMENT <br />WITH DOUGHERTY + DOUGHERTY <br />FOR CITY FACILITY <br />IMPROVEMENTS <br /> <br />~ <br /> <br /> <br />APPROVED <br /> <br />D As Recommended <br />D As Amended <br />D Ordinance on 151 Reading <br />D Ordinance on 2nd Reading <br />D Implementing Resolution <br />D Set Public Hearing For <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />CITY MANAGER <br /> <br />RECOMMENDED ACTION <br /> <br />Direct the City Attorney to prepare and authorize the City Manager and <br />the Clerk of the Council to execute a second amendment to the agreement <br />with Dougherty + Dougherty to design and construct City facility <br />improvements in an amount of $760,000 for a total agreement not to exceed <br />$921,090. <br /> <br />DISCUSSION <br /> <br />On August 16, 2004, the City Council accepted a $15 million Urban Area <br />Security Initiative (UASI) grant from the federal Department of Homeland <br />Security, through the State of California, Office of Homeland Security. <br />This ini tiati ve was designed to enhance the domestic preparedness of <br />urban areas by ensuring that all emergency first responders have adequate <br />equipment and systems to prevent, respond to and recover from acts of <br />terrorism. The grant provides total reimbursement to local agencies for <br />improvements approved and authorized by the Office of Disaster <br />Preparedness. The City has received authorization for two proj ects to <br />improve city facilities - upgrading the training room at the City Yard to <br />serve as the Emergency Operations Center, and the installation of <br />security bollards at the Santa Ana Train Station. <br /> <br />Emergency Services integrators (ESi) of Augusta, GA performed a facility <br />assessment to locate the City's Emergency Operation Center (EOC) on the <br />second floor of the Administration Building of the Corporate Yard at 220 <br />S. Daisy Street. The existing training room is capable of providing the <br />essential elements required for an EOC. Improvements to the training room <br />include raised access flooring, reinforcement of glass windows, and <br />modification of the existing lighting, security and electrical systems. <br />In addition a separate generator will be installed to serve the EOC. <br /> <br />25F-1 <br /> <br />
