Direct the City Attorney to prepare and authorize the City Manager <br />and the Clerk of the Council to execute an amendment to extend the <br />contract with Taller San Jose Tech to provide paid training in the <br />construction field through September 30, 2005, and to increase the <br />amount of the agreement by $11,958 not to exceed $123,973. <br /> <br />6. Direct the City Attorney to prepare and authorize the City Manager <br />and the Clerk of the Council to execute an amendment to extend the <br />Memorandum of Unders tanding wi th Santa Ana Work Center (Service <br />Navigator) to coordinate youth service provider network services <br />through September 30, 2005, and to increase the amount of the <br />agreement by $14,620 not exceed $270,005. <br /> <br />DISCUSSION <br /> <br />Under the Workforce Investment Act (WIA), the Santa Ana Workforce <br />Investment Board (WIB) and its Youth Council are required to procure and <br />make funding recommendations in order to provide required WIA services to <br />local qualified youth. The Santa Ana City Council approved the initial <br />youth service provider contracts at its November 17, 2003, meeting <br />utilizing the 2003-04 WIA grant allocation. Services provided to the <br />youth include comprehensive education and employment preparation services <br />for In-School and Out-of-School youth who are Santa Ana residents between <br />the ages of 16 and 21. <br /> <br />On May 27, 2004, the Santa Ana Youth Council recommended approval of the <br />2004-05 distribution of the WIA youth funds to the current service <br />providers. This was approved by City Council on July 19, 2004. The <br />Santa Ana Youth Council's current recommendation is to provide bridge <br />funds through September 30, 2005, so that services to youth may continue <br />during the next procurement process. These funds were among the funds <br />unallocated in PY 2004-05. This recommendation was approved by the Santa <br />Ana Workforce Investment Board on June 24, 2005. Extending these <br />contracts will allow the service providers and the service navigator to <br />continue providing comprehensive education and employment preparation <br />services to local youth as stipulated in the WIA and ensures a <br />continuation of services to those youth currently enrolled. <br /> <br />25H-2 <br />
