MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA, CALIFORNIA <br /> <br />September 13, 1984 <br /> <br />The meeting was called to order at 7:21 p.m., by Mayor R. W. <br />Luxembourger, at Antonello's Restaurant, 3800 South Plaza Drive. <br />Councilmembers present were John Acosta, P. Lee Johnson, Patricia A. <br />McGuigan and Mayor Luxembourger. Also present were City Manager <br />Robert C. Bobb, City Attorney I~dward J. Cooper and Clerk of the <br />Council Janice C. Guy, as well as members of the City's Executive <br />Manag~uent staff, Bill Morgan, and the public. Councilmembers Gordon <br />Bricken and Daniel E. Griset joined the meeting at 7:41 p.m. and <br />8:43 p.m., respectively. Councilmember Dan Young was absent. <br /> <br />An invocation was given by City Manager Bobb. <br /> <br />The Mayor welcc~p~d Bill Morgan frc~ the National Center for Municipal <br />Develol~nent. Mr. Morgan provided the Council with an update on <br />Federal cable television and industrial develoument bond legislation. <br />He explained that UDAG eligibility criteria had changed and that Santa <br />Ana was now eligible only for "pockets of poverty." He urged Council- <br />members to become active in the National League of Cities. In his <br />opinion, tax reform would be the major issue for the Congress in 1985. <br />Mr. Morgan suggested that Santa Ana work with Congress~n Danneymeyer <br />regarding AMTRAK schedules. He also c~,~ended Santa Ana on its <br />efforts to acquire a foreign trade zone. He noted that business <br />incubator funding through EDA funds could be expected, and that housing <br />assistance programs were becoming more political with special <br />de~nonstration programs being most likely to receive funding. <br /> <br />Deputy City Manager Perkins expressed the City's interest in pursuing <br />grant opportunities for arts and cultural funds. Councilmember <br />Johnson urged the Council to consider imposing a one percent <br />development fee for art. Mr. Morgan urged the Council to apply <br />rapidly for UDAG and neighborhood development demonstration grant <br />funds. <br /> <br />The Police Chief commented briefly on the scarcity of funding for law <br />enforc~nent programs. <br /> <br />In conclusion, Mr. Morgan explained the structure and services of the <br />National Center for Municipal Development, and indicated that Santa Ana <br />had saved approximately $18,000 last year through retention of its <br />services. <br /> <br />CITY COUNCIL MINUTES 353 SEPTEMBER 13, 1984 <br /> <br /> <br />
