MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />September 17, 1984 <br /> <br />The meeting was called to order by Mayor R. W. Luxembourger, at <br />1:12 p.m. in Room 147, City Council Chambers, 22 Civic Center Plaza. <br />Councilmembers present were John Acosta, Daniel E. Griset, P. Lee <br />Johnson, Patricia A. McGuigan, and Mayor Luxsmbourger. Also present <br />were Deputy City Manager Rex Swanson, Assistant City Attorney Richard <br />Lay, and Clerk of the Council Janice C. Guy, as well as members of the <br />City's Executive Manag~nent staff, the public and the press. <br />Councilmembers Dan Young and Gordon Bricken joined the meeting at <br />1:19 p.m. and 2:09 p.m., respectively. <br /> <br />WORK STUDY SESSION <br /> <br />SPECIAL OLY~IC BORL GAME <br /> <br />The Director of Cc~munications provided the Council with details of <br />events occurring this week in relation to the Special Olympics Bowl <br />Game to be held Friday evening, September 21, at the Santa Aha <br />Stadiun. She explained pre-and post-game ceremonies, and also noted <br />that a special presentation would be made to the participating foot- <br />ball teams at the October 1 Council meeting. <br /> <br />FOREIGN TRADE ZONE <br /> <br />The Program Manager for Economic Development reviewed pertinent <br />elements of the City's application to the Department of C(w~nerce re- <br />garding establishment of a foreign trade zone in Santa Ana, explaining <br />the purposes for establishing such a zone were to increase investment <br />in the City, establish Santa Ana as the international business center <br />of Orange County, and increase United States' exports. He indicated <br />the 43-acre site located to the east and west of the Santa Ana <br />Transportation Center would be used primarily for manufacturing and <br />warehousing. He then described staff's findings relative to foreign <br />trade zones in general, noted that the sponsor of the application was <br />the City but the operator would be the Santa Ana Econemic Development <br />Corporation, and indicated construction would begin in 1986. The <br />program Manager then responded to Councilmembers' questions. <br /> <br />Councilmembers expressed their concerns relative to Consent Calendar <br />items. <br /> <br />At 1:56 p.m., the Council recessed and reconvened in the Council <br />Chambers at 2:11 p.m., with all members present. <br /> <br />CITY COUNCIL MINUTES <br /> <br />355 <br /> <br />SEPTEMBER 17, 1984 <br /> <br /> <br />
