The Plan was approved by the City Council on March 20, 2000. <br /> <br />The Strategic Plan includes discussion on the following: Plan <br />development process, vision and goals, analysis of the labor market, the <br />one-stop delivery system, the leadership role of the Workforce Investment <br />Board, youth activities, the role of the Youth Council, administration <br />and compliance requirements. <br /> <br />Each year the State of California requires that each Workforce Investment <br />area amend its original plan to reflect any changes in the local labor <br />market and services offered as well as to bring in the new allocations <br />for corning program year. For the most part, the changes to the body of <br />the Plan are minor and are there for clarification and to update what has <br />actually happened versus what was planned. The W/O/R/K Center continues <br />to operate as the official one-stop center and sees approximately 3,000 <br />people a month who require assistance finding jobs or want to have <br />vocational training to upgrade their skills. Santa Ana's unemployment <br />rate has averaged six percent while Orange County's is 3.5 percent. <br /> <br />190-1 <br />
