Direct the City Attorney to prepare and authorize the City Manager and <br />the Clerk of the Council to execute a Cooperative Agreement with the <br />Orange County Transportation Authority in the amount of $805,800 to <br />design and install landscaping at the State Route 55 and MacArthur <br />Boulevard Interchange. <br /> <br />2. Approve an appropriation adjustment accepting $805,800 from the Orange <br />County Transportation Authority in the project revenue account <br />(account no. 32-01-5049) and appropriate the funds to the project <br />expenditure account (account no.32-551-6631) to install full <br />landscaping at the State Route 55 and MacArthur Boulevard Interchange. <br /> <br />DISCUSSION <br /> <br />The Orange County Transportation Authority's (aCTA's) Interstate 405 (1- <br />405) /State Route 55 (SR-55) Interchange Improvement Project is nearly <br />complete. The Cities of Santa Ana, Costa Mesa, and the majority of <br />businesses in the area have requested replacement landscaping at two key <br />interchanges to repair the conditions that deteriorated significantly <br />during the four-year construction period. <br /> <br />On June 27, 2005, the aCTA Board authorized the execution of a <br />cooperative agreement with the Cities of Costa Mesa and Santa Ana, in a <br />not to exceed amount of $1,343,000. This funding was allocated for the <br />design and installation of new landscaping at the I-405/Bristol Street <br />and SR-55/MacArthur Boulevard Interchanges (Exhibit 1). <br /> <br />Based on the cost estimate generated by Caltrans, the Cities of Costa <br />Mesa and Santa Ana would receive 40 and 60 percent of the funding, <br />respectively.
