<br />/ <br /> <br />CITY COUNCIL MEETING DATE: <br /> <br />~ <br />~ <br /> <br />REQUEST FOR <br />COUNCIL ACTION <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />AUGUST 15, 2005 <br /> <br />APPROVED <br /> <br />TITLE: <br /> <br />o As Recommended <br />o As Amended <br />o Ordinance on 1st Reading <br />o Ordinance on 2nd Reading <br />o Implementing Resolution <br />o Set Public Hearing For <br /> <br />AGREEMENT FOR GEOGRAPHIC <br />INFORMATION SYSTEM <br /> <br />CONTINUED TO <br /> <br />~~ 1vCI~A~GER <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Direct the city Attorney to prepare and authorize the city Manager and the <br />Clerk of the Council to execute an agreement with Positron Public Safety <br />Systems Inc., for the purchase and installation of a new Geographic <br />Information System in the Police Department's Communication Center in an <br />amount not to exceed $45,000. <br /> <br />DISCUSSION <br /> <br />The Police Department is in the process of upgrading its communication <br />center with a new Computer Aided Dispatch System and a new 9-1-1 Emergency <br />Phone System. Addi tionally, integrated into both systems will be a <br />Geographic Information System (GIS). The GIS, known as Power Map, is <br />manufactured by Positron Public Safety Systems Inc. Power Map is fully <br />incorporated into the call taking and dispatching applications. Using an <br />electronic map, Power Map shows real time activity for calls, incidents, <br />and resources. Different layers of information can be added to the <br />software allowing Power Map to display schools, hospitals, fire stations, <br />shopping malls, critical infrastructure sites, etc. Power Map provides <br />dispatchers with a visual orientation of an on-going or developing <br />incident. This orientation assists dispatchers to coordinate police <br />officers who are responding to the crime scene or emergency event. <br /> <br />Positron Inc. is listed on the state of California's Master Purchase <br />Agreement (MPA) as an authorized contractor. The MPA offers a variety of <br />commodity and information technology products and services at prices that <br />have been assessed to be fair, reasonable, and competitive. The California <br />9-1-1 Emergency Communications Office has set up a grant account for the <br />purchase of the Geographic Information System. The 9-1-1 Emergency <br />Communications Office will reimburse the city for the entire cost of the <br />Power Map system. <br /> <br />250-1 <br />
