1V. Description of Work - in space below, describe the program to be funded during the 12- <br />month contract period including, services to be provided, program goals, client <br />characteristics, & how grant funds will be utilized. <br />SERVICES: Programa Shortstop was developed in 1989 for youth offenders, ages 10-17, and their <br />families as a cost effective alternative to prosecution. First time offenders are given the chance to avoid <br />prosecution by participating in a rigorous program of learning about the consequences of their offenses in <br />real courtrooms with legal professional facilitators. Program services include providing youth and <br />families with: 1) Intervention services through two SHORTSTOP program sessions-8 hours; 2) Case <br />Management, Counseling, and Referral Services —as needed. <br />GOALS: 1) Serve 70 youth and 70 family members in Programa Shortstop, with 89% successful <br />completion, 2) Provide Santa Ana families with additional referrals, as needed 3) Disseminate copies of <br />the Laws for Youth booklet, and 4) Disseminate copies of the OCBF Substance Abuse Awareness <br />booklet. OBJECTIVES: 1) Provide juvenile crime diversion services to Latino youth, ages 10-17 and <br />their families, in order to prevent further juvenile crime, and 2) Provide legal education to avoid negative <br />consequences associated with illegal behaviors, and 3) Provide the skills necessary to plan for a future <br />free of crime. <br />CLIENT CHARACTERISTICS: High -risk population living in economically strained neighborhoods <br />of Santa Ana; are a minority (Latino); and they have been identified by a law enforcement agency, a <br />school, a parent/family member or a community agency as participating in delinquent or illegal behavior. <br />They also face additional risk factors because of cultural biases and exposure to crime and/or violence. <br />They are at extremely high risk of substance abuse, delinquency, gang involvement, risky sexual <br />behavior, teen pregnancy, dropping out of school, and being victimized (due to their social, family, and <br />community environments, as well as their low economic status). <br />Grant funds will be utilized to go toward the salary of our Programa Shortstop Coordinator who is <br />responsible for the coordination of program sessions, providing families with information and referrals <br />and linkages to counseling and other community agencies. <br />Schedule of Performance <br />Estimate the number of unduplicated Santa Ana residents to be served during the 12-month <br />contract period per quarter: <br />Quarter 1: July 1 — September 30 35 Persons <br />Quarter 2: <br />October 1 —December 31 <br />35 <br />Persons <br />Quarter 3: <br />January 1 — March 31 <br />35 <br />Persons <br />Quarter 4: <br />April 1 — June 30 <br />35 <br />Persons <br />Total <br />140 <br />Persons <br />Invoicing Schedule <br />Estimate the amount of grant funds to be requested during the 12-month contract period on a <br />quarterly basis: <br />Quarter 1: <br />July 1 — September 30 <br />$ <br />3250 <br />Quarter 2: <br />October 1 — December 31 <br />$ <br />3250 <br />Quarter 3: <br />January 1 — March 31 <br />$ <br />3250 <br />Quarter 4: <br />April 1 — June 30 <br />$ <br />3250 <br />Total <br />$ <br />13,000 <br />EXHIBIT <br />A <br />
