Number of unduplicated Santa Ana residents to be served with grant funds during the 12- <br />month contract period = 348,143 PERSONS <br /> <br />III. Below is the City performance outcome that our organization will be tracking. <br /> <br />COMMUNITY PRIORITY NEEDS: Public Services <br /> <br />I Activitv/Prol!ram <br />Anti-Crime Services <br /> <br />Outcome Trackinl! <br />Track the reduction in response time <br />and the number of criminal <br />apprehended as a result. <br /> <br />Goal I <br />Reduce response time to serious <br />crimes in the City's Low- and <br />Moderate-Income area by at least 3 <br />minutes resulting in the apprehension <br />of 1,500 criminals that may otherwise <br />escape. <br /> <br />IV. Description of Work - in space below, describe the program to be funded during the 12- <br />month contract period including, services to be provided, program goals, client <br />characteristics, & how grant funds will be utilized. <br /> <br />1. Program Description: The Santa Ana Police Helicopter Program provides response to <br />service calls over the entire city, but the goal is to concentrate air support on high priority calls <br />and violent crimes in progress. Many calls are within geographical areas qualified to receive <br />Block Grant funding. The City of Santa Ana has a high demand for police services. The Santa <br />Ana Police Department responded to 2,297 emergency calls for service in Calendar Year <br />2004 out of a total of 74,839 911 calls. In every emergency, response time is vital. With <br />increased street congestion and the need for multiple officers at emergency scenes, the Santa <br />Ana Police Department relies more and more on air support. <br /> <br />2. Program Need/Purpose: The need for effective response and air patrols in Santa Ana's lower <br />income neighborhoods is critical to controlling gang activities, assaults, robberies and other <br />violent crimes. Citizens in these areas request more and faster response to calls for service. <br />The helicopter is an effective, technologically advanced tool that aids in control and <br />suppression of crime, and enhances officer and citizen safety during crimes in progress and <br />pursuits. Citizens take comfort in knowing that police response is readily and quickly available, <br />and officers rely on helicopter personnei to provide real time information as events transpire. <br />The helicopter provides a safer environment for ground units responding to calls, as helicopter <br />personnel inform them of potentially dangerous situations. Well-informed officers are much <br />more secure in their work and more effective in combating crime, and citizens are assured of <br />rapid, effective service. <br /> <br />3. Goals and Objectives: The goals and objectives of the program are to provide helicopter <br />service seven days per week from 9:00am to 3:00am; to provide the public and police officers <br />with rapid, effective emergency response; to provide officers with tactical and safety <br />information and highly visible response in high crime areas. <br />
