MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />February 19, 1985 <br /> <br />The meeting was called to order by Mayor Daniel E. Griset at <br />1:20 p.m., in Row 147, City Council Chambers, 22 Civic Center Plaza. <br />Councilmsmbers present were John Acosta, P. Lee Johnson, R. W. <br />Luxembourger, Patricia A. Mc~uigan, Dan Young and Mayor Griset. Also <br />present were City Manager Robert C. Bobb, City Attorney Edward J. <br />Cooper and Clerk of the Council Janice C. Guy. Councilmember <br />Wilson B. Hart joined the meeting at 1:58 p.m. <br /> <br />WORK STUDY SESSION <br /> <br />Council/Citizen Inquiry System <br /> <br />The City Manager announced that the report on the Council/Citizen <br />Inquiry Syst~would be deferred until the next Council meeting, <br />pending distribution of a statistical report on inquiry activities. <br /> <br />Council Worksho~ <br /> <br />The Mayor indicated a need for the facilitator of the City Council <br />conference scheduled for February 22 and 23 to prepare a preliminary <br />plan which would enable Councilm~mlbers to formulate objectives prior <br />to the beginning of the conference. He also noted that he and the <br />City Manager would discuss with Richard Hughes, the facilitator, <br />group processes and procedures prior to the conference. <br /> <br />Capital Im~rov~ents Financing Program <br /> <br />The City Manager provided an overview of the materials contained in <br />his m~o to the Council dated February 15, 1985, entitled "Santa Ana <br />Capital Improv~ents Financing Program," and recommended that the <br />Council proceed with preliminary steps to implement the financing <br />program. He outlined current capital improv~ent needs in several <br />areas including public safety, cultural services, neighborhood im- <br />provaments, public works, and econc~ic development; and noted the <br />advantages of adopting such a program, indicating the program would <br />produce approximately $125 million for capital improv~ents, would <br />reduce the number of bond issuances, was flexible regarding allocation <br />of project dollars and did not affect the constitutional debt liability <br />of the City.
