<br />REQUEST FOR <br />COUNCIL ACTION <br /> <br />~ <br />~ <br /> <br />CITY COUNCIL MEETING DATE: <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />SEPTEMBER 6, 2005 <br />TITLE: <br /> <br />, <br />'-...../ <br /> <br />/ <br /> <br /> <br />APPROVED <br /> <br />o As Recommended <br />o As Amended <br />o Ordinance on 15t Reading <br />o Ordinance on 2nd Reading <br />o Implementing Resolution <br />o Set Public Hearing For <br /> <br />NEGATIVE DECLARATION FOR THE <br />PATRICIA LANE SCENIC ENHANCEMENT <br />PROJECT (PROJECT NO.6372) <br /> <br />CONTINUED TO <br /> <br />/7" <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Approve and certify a Negative Declaration for the patricia Lane Scenic <br />Enhancement project. <br /> <br />DISCUSSION <br /> <br />The City received Transportation Enhancement Activities Federal grant <br />funding for land acquisition and scenic enhancement of the nine vacant <br />parcels totaling approximately one-acre bordered by the Interstate-5 <br />freeway, Patricia Lane, Eastside Avenue, and Sixth Street (Exhibit 1). <br />These parcels were previously purchased by Caltrans to accommodate the <br />Interstate-5 freeway widening project. <br /> <br />The nine parcels have been purchased from Caltrans and the design for the <br />scenic enhancement and park site have been completed. The project, when <br />completed will include site grading, construction of new concrete walkways, <br />and installation of new block wall, landscaping, irrigation systems, and <br />playground equipment. <br /> <br />The City is seeking construction authorization from Caltrans in order to <br />advertise the project. Therefore, the Negative Declaration needs to be <br />adopted and recorded in order to complete the Caltrans application process. <br /> <br />ENVIRONMENTAL IMPACT <br /> <br />On May 8, 2003 the City posted a 30 day public <br />Declaration No. ER 03-047 and a monitoring program for <br />day review period ended at 5:00 p.m. on June 5, 2003. <br />approval and certification of this document. <br /> <br />review of Negative <br />the project.
