Following completion of the questionnaire,
Hughes reviewed the agenda for the workshop, assisted the group present to
develop measures which would assess the success of the workshop and helped
the group establish ground rules for participation.

The Councilmembers and the City Manager's executive staff, in two separate
groups, then participated in a project planning exercise. Following this
exercise, the two groups reassembled for the purpose of computing and
comparing individual and group scores, as well as discussing the lessons
learned from the exercise in team planning.

The Council recessed at 4:41 p.m., and reconvened at 4:54 p.m., with all
members present.

The Council and executive staff, once again, broke into two groups, this
time for the purpose of "brainstoming" "visions" for Santa Ana and
ranking of those visions.

At 5:46 p.m., the Council recessed to dinner, and reconvened at 7:35 p.m.,
with all members present.

The City Manager presented the "brainstorming" efforts of the executive
staff to the Council, which included the development of a positive slogan
for "Santa Ana, The City," and the priorities of manag~ent staff
relative to objectives for the City in the next two years.

Councilm~bers and staff discussed specific points of the staff's
presentation.

CITY COUNCIL MINUTES 80 FEBRUARY 22, 1985
