<br />R. Cause or contribute to an exceedance of applicable <br />surface or groundwater receiving water quality <br />objectives or degradation of beneficial uses? <br /> <br />S. Impact aquatic, wetland or riparian habitat? <br /> <br />Potentially Significant Unless Mitigation Incorporated <br /> <br />The City of Santa Ana is included within four watersheds, <br />San Diego Creek, Santa Ana River, Talbert and Westminster. <br />Each of these watershed areas are under the jurisdiction of <br />the Santa Ana Regional Water Quality Control Board and <br />subject to the objectives, water quality standards and Best <br />Management Practice requirements established in the Santa <br />Ana River Basin Plan and Orange County Drainage Area <br />Management Plan. The City of Santa Ana implements the <br />goals, objectives and requirements of the Basin Plan and <br />Drainage Area Management Plan through the City's Local <br />Implementation Plan. <br /> <br />The project sites storm water flows would be conveyed <br />southerly along an underground storm drain along Harbor <br />Boulevard to the Santa Ana River before ultimately <br />discharging into the Pacific Ocean. The Santa Ana Regional <br />Water Quality Control Board has identified the mouth of the <br />Santa Ana River at the Pacific Ocean as an impaired water <br />body. <br /> <br />Short-Term Construction Related Water Quality Impacts <br /> <br />During construction operations there is the potential that <br />surface water runoff could be degraded. If the degraded <br />surface water runoff is conveyed into the local storm drain <br />system, potential adverse water quality impacts could occur <br />to downstream receiving waters. To minimize potential <br />construction related water quality impacts, the proposed <br />project would be required to prepare and implement a storm <br />water pollution prevention plan. <br /> <br />Long Term Operational Water Quality Impacts <br /> <br />The primary concern for water quality pollutants associated <br />wi th the operation of the proposed proj ect would be from <br />urban runoff. Urban runoff is defined as runoff that occurs <br />during periods that are not usually associated with <br />rainfall, and are most commonly produced from landscaping <br /> <br />13 <br /> <br />31A-37 <br />
