<br />Variance No. 2005-09 <br />June 13, 2005 <br />Page 3 <br /> <br />Staff has considered the immediate surroundings, specifically the freeway <br />and the adjacent residential uses, in reviewing the applicant's request. <br />Staff performed a height survey of the most prominent structures in the <br />surrounding area. The subject property has an existing 35-foot tall <br />freestanding sign that was approved in 1995. The top of the freeway sound <br />wall immediately to the west of the property measures approximately 35- <br />feet above street level. Guaranty Chevrolet, to the east, has a 50-foot <br />tall freestanding sign. The Santa Ana Water Tower, which is designated as <br />a historic landmark, is located on the opposite side of the freeway and <br />measures 130-feet above street level (Exhibits 5 through 7) . <br />Additionally, recently approved flagpoles in the City range in height from <br />20 feet to 35 feet. It has been determined that a need for such a great <br />disparity in height is not warranted when considering the property's close <br />proximity to the freeway on and off-ramps and prominent location on <br />Seventeenth Street. Additionally, the residential uses to the north would <br />be in direct view of the proposed flagpole and its flag. <br /> <br />Based on code requirements and attached findings, no special circumstances <br />warrant relief from the municipal code for constructing a 50-foot tall <br />flagpole and exceeding the maximum allowable height (Exhibit 8). Based on <br />the above analysis, staff recommends that the Planning Commission deny <br />Variance No. 2005-09. <br /> <br />CEQA Compliance <br /> <br />In accordance with the <br />recommended action is not <br />environmental documentation <br /> <br />California <br />considered <br />is required. <br /> <br />Environmental Quality Act, <br />a CEQA proj ect .
