MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA, CALIFORNIA <br /> <br />February 23, 1985 <br /> <br />Richard Hughes, facilitator for the Council workshop, opened the session <br />at 8:41 a.m., in the Executive Board Rock, First American Title Insurance <br />Cc~npany, 114 East Fifth Street. Councilmembers present were John Acosta, <br />P. Lee Johnson, Patricia A. McGuigan, Dan Young, and Mayor Daniel E. <br />Griset. Also present were City Manager Robert C. Bobb, City Attorney <br />Edward J. Cooper and Clerk of the Council Janice C. Guy, as well as <br />members of the City Manager's executive staff. Councilmembers wilson B. <br />Hart and R. W. Luxembourger joined the meeting at 8:55 a.m. and 9:20 a.m., <br />respectively. <br /> <br />Members of the group present completed the thinking styles self-assessment <br />questionnaire and participated in group discussion of individual styles, <br />and discussed the lessons learned from participating in the thinking style <br />exercise. The facilitator explained the processes and procedures to be <br />used for the development of objectives for 1985-86. <br /> <br />At 9:39 a.m., the Council recessed and reconvened at 9:50 a.m., with all <br />m~nbers present. <br /> <br />Councilm~nbers participated in a general discussion of ambient conditions <br />for setting objectives for the City, including such areas as press <br />relations, citizen understanding and community attitudes. Counciln~mbers <br />then developed objectives, including the following: <br /> <br /> 1. Hold 12 major public events per year <br /> 2. Establish a "design team" of different c~¥m~nity interests <br /> for economic development <br /> 3. Implement a public-private inves~nent program <br /> 4. Build a multi-million dollar Bowers Musetm~ facility and <br /> establish a Musuem District <br /> 5. Develop a marketing program to increase c~,~,,~nity awareness and <br /> pride <br /> 6. Construct Centerpointe facility <br /> 7. Develop a regional shopping center with a Hispanic flair <br /> 8. Expand "neighborhood awareness" <br /> 9. Develop a major program to attack crime <br />10. Prepare a site-by-site marketing plan for the five redevelopment <br /> areas <br />11. Encourage growth of "in-house" talent for vacancies/promotions <br />12. Establish a school/housing planning overview process <br />13. Work with other cities to obtain better public transportation <br /> systems (airport) <br />14.
