",:_,y_ <br /> <br />PROPOSAL <br />MicroSlallon Services <br /> <br />Project Background <br /> <br />The City of Santa Ana Public Works Agency (PWA) uses digital maps and databases to catalog its sewer <br />and water infhIstructure. The City is under a mandate by State and Federal Agencies to maintain that data <br />and to make it available when requested to do so. PW A staff have intricate knowledge of those State and <br />Federal mandates and what information must be collected and maintained to satisJy those regulatory <br />requirements. <br /> <br />The graphical portion of that data is stored and maintained as computerized maps generated with a program <br />called MicroStation. MicroStation is also the standard program used by the PW A for computer-aided <br />dmfting (CAD). <br /> <br />MicroStation is periodically revised iu an effort to add functiooality and to resolve progmrnmatic defects. <br />The PW A has made the decision to adopt the latest version of MicroStation as its uew CAD and mapping <br />standard. Therefore, the PW A will be transitioning from MicroStatinn SE (version 6.5) to MicroStation yg <br />(version 8.5). Unfortunately, certain processes and procedures that worked in MicroStation SE are no <br />longer viable in the current version. Such is the case for certain custom applications that were developed <br />for MicroStation SE for use within maps of the City's water and sewer infhIstructure. These custom <br />applications must be revised to function properly in the CWTent version. <br /> <br />These customized programs and functions were developed because of the impracticality of using a standard <br />version of MicroS tat ion for a utility infrastructure that is so large. There are presently 150,000 elements in <br />the sewer map alone. Those elements are linked with a database that associates them with tens of thousands <br />of documents and other related information. Drawing and maintaining those elements and linkages using <br />standard CAD software without customization would be practically impossible. <br /> <br />CorDax, a company based in Irvine, was the contractor used by the PW A to develop the custom <br />applications that have been used in MicroStation to automate the placement of sewer and water map <br />elements and linkages. The PWA has been impressed with CorDax's ability to work with PWA staff to <br />perform MicroStation related progrannmng, and considers CorDax to be a value-added service provider. <br /> <br />The PW A believes that CorDax is uniquely qualified to make the necessary modifications and <br />enhancements to existing custom applications due to their intricate knowledge of both the PWA's <br />workflow requirements and the custom applications themselves, since CorDax developed them The PW A <br />also believes that the costs involved utilizing another contractor to reanalyze the PW A's workflows and <br />perform modifications to existing custom applications would be prohibitive. <br /> <br />Therefore, the PW A believes that CorDax should be retained to provide the programmatic services that will <br />be required to maintain compatibility witb present CAD and mapping standards. <br /> <br />.. o.-J ~ J <br /> <br />, <br />, <br />rA <br /> <br />Page I.l <br />
