MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />April 15, 1985 <br /> <br />The meeting was called to order at 1:18 p.m. in Room 147, Council <br />Chambers, 22 Civic Center Plaza, by Mayor Daniel E. Griset. Council- <br />members present were Wilson B. Hart, P. Lee Johnson, Patricia A. <br />McGuigan, Dan Young and Mayor Griset. Also present ware City Manager <br />Robert C. Bobb, City Attorney Edward J. Cooper, and Clerk of the <br />Council Janice C. Guy, and members of the press and City's Manag~uent <br />staff. Councilmembers R. W. Luxembourger and John Acosta joined the <br />meeting at 1:22 p.m. and 3:51 p.m., respectively. <br /> <br />EXECUTIVE SESSION <br /> <br />At 1:19 p.m., the Council recessed to Closed Session pursuant to Gov- <br />ernment Code Section 54956.9 (A) to discuss a matter of pending litiga- <br />tion, and reconvened at 2:08 p.m., with all m~mbers present except <br />Councilmember Acosta. <br /> <br />WORK STUDY SESSION <br /> <br />North Central Traffic Protection Plan <br /> <br />George Alvarez, Transportation Develol~uent Engineer, presented the <br />salient points of a Traffic Protection Plan for the area bounded by <br />the Santa Ana River, the Santa Ana Freeway and 17th Street, indicating <br />the Plan had been a year in formation. He noted the purpose of the <br />Planwas to discourage co~¥m~ter traffic through the neighborhood and <br />outlined staff's recon~uendations for achieving that purpose through <br />such methods as traffic signal timing, street-striping, addition of <br />four-way stop signs and peak hour turning prohibitions. Council- <br />members questioned Mr. Alvarez concerning the differences between <br />staff's recc~mendations and Planning Co~aission rec~uendations rela- <br />tive to the Plan, and ccrauented upon specific aspects of the proposal. <br /> <br />Councilm~auber Luxembourger suggested staff investigate possibilities <br />for installing bus turn-outs and left-turn lanes along Bristol Street; <br />Councilm~u~ber Hart romarked that he would prefer more advance <br />information on projects of such magnitude as the Plan. <br /> <br />CITY COUNCIL MINUTES 150 APRIL 15, 1985 <br /> <br /> <br />
