Sal Sarmiento addressed the Council, indicating the Urban Land Insti- <br />tute Report had cmitted any consideration of the proposed Foreign <br />Trade Zone and stated development feasibility should be considered on <br />a project-by-project basis. <br /> <br />By unanimous informal consent, the Council agreed to continue <br />consideration of the Urban Land Institute Study to 7:00 p.m., on May <br />14, 1985, in the Lawrence Building, 402-06 West Fourth Street. <br /> <br />Co~nunityFoundation <br /> <br />The Intergoverr~nental Relations Manager presented a brief overview of <br />the steps required to establish a Co~unity Foundation. She indicated <br />a governing board would need to be named as well as a steering con,nit- <br />tee and a distribution committee; that the entity would need to be <br />incorporated, its tax exempt status established, a non-profit corpora- <br />tion formed, and that Councilmembers would need to contact possible <br />donors. She reported that start-up funds might be available from <br />either the Ford or Mott Foundations, but that the City would be re- <br />quired to provide "start-up" costs, possibly from Co~m~unity Develop- <br />ment Block Grant funds. She anticipated $3 million over a <br />three-to-five year period would be required to establish a viable <br />foundation. <br /> <br />Councilm~bers discussed briefly the process for establishing a <br />Con~nunity Foundation, and the City Manager noted that the Mayor would <br />be requested to appoint an exploratory co~anittee to assess the <br />feasibility of starting such a foundation in Santa Ana. <br /> <br />Modifications to Room 147 <br /> <br />The Executive Director of Co~nunity Develo~ent and Housing presented <br />three alternatives for the improvement of Room 147, which included: <br /> <br />1) Expanding the south wall of Room 147 at a cost of $50,000 <br /> to $75,000; <br /> <br />2) Expanding the west wall and constructing two bathrooms at a <br /> projected cost of $25,000; and <br /> <br />3) Moving the door and installing auditoriam seating at a cost <br /> of $10,000. <br /> <br />By the unanimous informal consent of the Council, the Executive <br />Director was instructed to secure cost estimates for options 1) and 2). <br /> <br />Councilm~nbers discussed their concerns relative to Consent Calendar <br />items. <br /> <br />CITY COUNCIL MINUTES 176 MAY 6, 1985 <br /> <br /> <br />
