NO. 05-101) <br /> <br />APPROVED <br />o As Recommended <br />o As Amended <br />o Ordinance on 1 st Reading <br />o Ordinance on 2nd Reading <br />o Implementing Resolution <br />o Set Public Hearing For_______ <br /> <br />/g <br />// ,i' " / <br />,,- /,' ,/ // <br />&cr:~"J/2, <br /> <br />CITY MANAGER <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Award a contract to ESi Acquisition, Inc., using the City of Los <br />Angeles Emergency Preparedness Department's contract with ESi <br />Acquisition, Inc. for the purchase of an incident management system in <br />an amount not to exceed $200,000. <br /> <br />DISCUSSION <br /> <br />On August 16, 2004, the City Council accepted a $15 million Urban Area <br />Security Initiative grant from the federal Department of Homeland <br />Security, through the State of California, Office of Homeland Security. <br />This initiative was designed to enhance the domestic preparedness of <br />urban areas by ensuring that all emergency first responders have <br />adequate equipment and systems to prevent, respond to and recover from <br />acts of terrorism. The grant provides total reimbursement to local <br />agencies for equipment purchases approved and authorized by the Office <br />of Disaster Preparedness. <br /> <br />The vision of the Anaheim and Santa Ana urban areas is to develop and <br />support a well-coordinated, regional emergency management system to <br />prevent, protect against, respond to, and recover from acts of <br />terrorism, maj or disasters, and other emergencies. To successfully <br />achieve the vision, it is necessary to have an incident management <br />system (IMS) that will allow all of the jurisdictions within the two <br />urban areas to adopt a common approach for responding to and managing <br />all types of emergencies. The IMS consists of a computerized web-based <br />system that allows the jurisdictions to effectively and efficiently <br />manage all of the resources allocated to handling an emergency.
