<br />During the 2004-2005 report period, the City expended the following amounts of the <br />four federal grant funds covered by the Consolidated Plan:6 <br /> <br /> <br />Community Development $8,363,000 $7,884,915 <br />Block Grant <br />HOME Investment $2,741,606 $6,882,705 <br />Partnershi Grant <br />HOME American Dream $110,017 $0.00 <br />Down a ment Initiative <br />Emergency Shelter $312,279 $241 ,223 <br />Grant <br />Housing Opportunities For $1,436,000 $1,602,573 <br />Persons With AIDS <br /> <br />These funds were expended on activities aimed at meeting the many challenges faced <br />by the City of Santa Ana; to preserve and create a quality living environment for all <br />residents; and to address the City's community vision as delineated in the 2000-2004 <br />Consolidated Plan: liThe City's purpose is to provide quality service to enhance <br />the safety, livability, and prosperity of the community. To this end, the City will <br />implement programs and activities aimed at establishing a dynamic urban center <br />acclaimed for its investment in its youth, neighborhoods, cultural diversity, <br />economic climate, and quality government services. " <br /> <br />The 2004-2005 report period is the final year of the 2000-2004 Consolidated Plan cycle, <br />This CAPER also evaluates the City's efforts to meet five-year priority need goals <br />identified in the Consolidated Plan.
