<br />Identified needs included more affordable housing opportunities, land for new <br />construction, public acceptance of housing for persons with HIV/AIDS, and funding <br />for supportive services. <br /> <br />4. Description of Planning and Public Consultation Process: The City of Santa <br />Ana is responsible for the planning and public participation process for the use of <br />HOPW A funds. The needs assessment and prioritization process was utilized <br />during the 2004-2005 report period to allocate HOPW A funds for eligible activities. <br />This process ensured HOPWA funds met the needs of persons living with HIV/AIDS <br />that were not being met by other public and private resources. <br /> <br />In order to facilitate the needs assessment/prioritization process, the City of Santa <br />Ana commissioned a study by AIDS Housing of Washington (AHW) in 2004. AHW <br />is a Seattle based nonprofit agency that developed similar studies nationwide. The <br />HIV/AIDS Housing Study was completed June 2005. This study represents one of <br />the most current data sources for the County's HIV/AIDS housing and service <br />needs, AHW utilized a community-based process to develop the HIV/AIDS Housing <br />Study. The study was developed in consultation with interested community <br />members including people living with HIV/AIDS, the families of persons living with <br />HIV/AIDS, local HIV/AIDS service and housing agencies, housing developers, <br />members of local governmental agencies, community advocates and the community <br />in general. Data sources utilized by AHW included the County's most recent <br />Homeless Continuum of Care grant application to HUD, OC HCA data and survey <br />information obtained from individuals diagnosed with HIV/AIDS and local service <br />providers. As these data sources have been updated, relevant data has been <br />revised in the Housing Study. This study will serve as the basis for prioritizing the <br />uses of HOPW A funds in the future. <br /> <br />5. Other resources used in conjunction with HOPWA funded activities: <br />a. Cash - Cash contributions were utilized in conjunction with HOPWA funds during <br />this report period. Presently there is no system in place to adequately track the <br />value/sources of cash contributions. <br /> <br />b. In-kind Contributions - Numerous individuals volunteered their time in support of <br />activities sponsored by HOPW A funds. A dollar value for these efforts has not <br />been established; however, some in-kind contributions were utilized in <br />conjunction with HOPWA funds during this report period. <br /> <br />6. ACTIVITIES CARRIED OUT IN COLLABORATION WITH RELATED PROGRAMS: <br />a. Rvan White CARE Act - The City Santa Ana is represented on the County of <br />Orange HIV Planning Council that oversees Ryan White CARE Act funds. City <br />representation on the HIV Planning Council helps ensure HOPWA and Ryan <br />White funds are used efficiently by minimizing duplication of funding and <br />ensuring priority service/housing gaps are addressed.
