PUBLIC PARTICIPATION REQUIREMENTS <br /> <br />The City of Santa Ana has made every effort to comply with its Citizen Participation <br />Plan as delineated in the 2000 - 2004 Consolidated Plan. As required by HUD and the <br />Citizen Participation Plan, a public hearing to review the accomplishments and <br />evaluation outlined in this report was held on September 6, 2005. A public notice <br />regarding the public hearing was published on August 16, 2005. This public notice also <br />announced the dates for the required 15-day comment period. The comment period <br />began August 17, 2005 and ended September 6, 2005. <br /> <br />Public comments received by the City during the public hearing and the 15-day <br />comment period are summarized below: <br /> <br />No written comments were received during the 15-day public comment period. <br />Additionally, no public comments were received during the public hearing. Comments <br />were limited to those posed by commission members to staff, including the following: <br /> <br />· Did the City receive any written comments? Staff response: No. <br />· It appears that some five-year goals were exceeded and others fell short. What was <br />the reason for this variation? Staff response: Goal attainment is a function of <br />resources allocated to activities. From year to year the City Council may direct more <br />or less funds to a group of programs; therefore the number of individuals served <br />may vary. <br />· What types of housing projects were funded and did who were the City's partners in <br />the projects? Staff response: The bulk of ownership housing accomplishments is <br />rehabilitation. Some first time homebuyers were assisted via a partnership with <br />Habitat for Humanity. With respect to rental housing accomplishments, most were <br />units rehabbed as part of the Cornerstone neighborhood revitalization project that <br />included partnerships with Orange Housing Corporation and Jamboree Housing. <br />· What are the issues utilizing the ADDI program? Staff response: The median <br />housing cost in Orange County/Santa Ana are not affordable to households at 80% <br />of the County median income.
