<br />Amendment Application No. 2005-03 <br />Tentative Parcel Map No. 2005-09 <br />August 22, 2005 <br />Page 3 <br /> <br />was minimal. The commercial zoning, which has been in place over 20 <br />years, is not consistent with the Low Density Residential (seven <br />dwelling units per acre) general plan land use designation. A rezoning <br />to Single-Family Residence (Rl) is recommended in order to accommodate <br />the proposed development as well as ensuring conformity between the Land <br />Use Element and the zoning map. <br /> <br />One of the goals in the City's Housing Element encourages the <br />maintenance, preservation and revitalization of existing residential <br />neighborhoods and supports quality housing for all economic groups <br />within the community. The proposed zone change will allow the <br />construction of two, new single-family dwelling units on a vacant lot <br />which will help to satisfy the housing demand, as well as encourage the <br />rehabilitation of existing housing in the area. <br /> <br />A tentative tract map lS proposed to subdivide the existing .30-acre <br />site into two parcels. The subdivision has been reviewed and is in <br />conformance with the City's subdivision regulations as well as the <br />California Subdivision Map Act. The individual parcels meet the <br />provisions of the zoning code with respect to minimum lot size and <br />street frontage. Further, the proposed subdivision is consistent with <br />the Low Density Residential land use designation and all other elements <br />of the General Plan. <br /> <br />In an effort to inform the adj acent property owners of this proj ect, <br />public hearing notices were distributed to property owners within a 300- <br />foot radius of this property. Additionally, the Riverview West <br />Neighborhood Association was contacted and they found the proposed <br />single-family development to be compatible with the existing residential <br />neighborhood. <br /> <br />In summary, the proposed Single-Family Residence (Rl) zoning district is <br />consistent with the General Plan land use designation of Low Density <br />Residential (LR7) as well as the Housing Element to promote a range of <br />suitable housing stock and preserve the integrity and character of <br />neighborhoods. In addition, the tentative parcel map was found to be in <br />conformance with the City's subdivision regulations as well as the <br />California Subdivision Map Act. As a result, staff recommends that the <br />Planning Commission recommend that the City Council approve Amendment <br />Application No. 2005-03 and Tentative Parcel Map No. 2005-09 (County Map <br />No. 2002-144) as conditioned (Exhibits 8 and 9) . <br /> <br />75A-4 <br />
