MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />July 15, 1985 <br /> <br />At 3:32 p.m., the meeting was called to order by Mayor Daniel E. Griset in <br />Room 147, Council Chambers, 22 Civic Center Plaza. Councilmembers present <br />were John Acosta, Wilson B. Hart, P. Lee Johnson, Patricia A. McGuigan, <br />Dan Young and Mayor Griset. Also present were City Manager Robert C. <br />Bobb, City Attorney ~dward J. Cooper and Clerk of the Council Janice C. <br />Guy. Councilme~ber R. W. Luxembourger was absent. <br /> <br />WORK STUDY SESSION <br /> <br />By the unanimous informal consent of the Council, consideration of the <br />Arthur Young Management Compensation Study was deferred to a future <br />Council meeting. <br /> <br />Fair Labor Standards Act <br /> <br />The Executive Director of H~an Resources provided an overview of the <br />provisions of the Fair Labor Standards Act recently found to be <br />applicable to goveroment jurisdictions by the United States Suprome <br />Court. He indicated no impact was anticipated on the City relative to <br />the minimom wage or child labor provisions of the Act, but noted that <br />the overtime provisions could result in a possible additional $800,000 <br />cost to the City. The City Manager indicated the City would be com- <br />plying with the Fair Labor Standards Act, and that he would provide a <br />more accurate cost estimate relative to implementation costs. The <br />Intergoverrn~ntal Relations Manager and the Mayor reported on legisla- <br />tive r~edies being proposed at the Federal level to mitigate the <br />impacts of the Fair Labor Standards Act on local gover~aent but noted <br />not much progress was being made currently. <br /> <br />The Mayor briefly reported on a discussion he had had on July 12 with <br />representatives of the North Central area of the City relative to <br />traffic probl~s in their area, and indicated that he would hold addi- <br />tional informal meetings in an att~pt to resolve neighborhood <br />differences relative to the traffic plan adopted by the Council for <br />the area in April, 1985. <br /> <br />Councilme~bers discussed their concerns relative to Consent Calendar <br />items. <br /> <br />At 4:40 p.m., the Council recessed and reconvened in the Council Chambers <br />with the s~me members present. <br /> <br />CITY COUNCIL MINUTES <br /> <br />305 JULY 15, 1985 <br /> <br /> <br />
