MINUTES OF THE ADJOURNED RE(~JLAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA, CALIFORNIA <br /> <br />July 22, 1985 <br /> <br />The meeting was called to order at 4:30 p.m., by Mayor Griset, in Rocm <br />831, 20 Civic Center Plaza. Councilmembers present were Wilson B. <br />Hart, P. Lee Johnson, Patricia A. McGuigan, and Mayor Griset. Also <br />present were City Manager Robert C. Bobb, City Attorney Edward J. <br />Cooper and Deputy Clerk of the Council Elizabeth Dang, as well as <br />members of the City's Executive Management staff and the press. <br />Councilm~nber Luxembourger joined the meeting at 5:17 p.m. <br /> <br />NORTH CENTRAL SANTA ANA TRAFFIC PROTECTION PLAN <br /> <br />Mayor Griset briefly reported to the Council that all factions con- <br />cerned with the North Central Traffic Plan were presently meeting to <br />review a comprcmise solution to the April 15 plan approved by the <br />Council; such a compromise would defer impl~entation of the plan <br />approved by Council until further studies could be completed. <br /> <br />City Manager Robert Bobb introduced the proposed budget, noting such <br />concerns as the City's large metropolitan population, overcrowding, <br />debris and litter on the streets, and crime were addressed in the <br />budget. <br /> <br />Co~r~nity Development and Housin9 <br /> <br />In response to questions raised by Councilm~ber Hart concerning per- <br />sonnel requirements and deployment, staff stated that sufficient funds <br />were allocated in this budget to attract quality planners as well as <br />to provide adequate coverage of the penuit counter so that no advanced <br />planners would be deployed at the counter. Both Council and staff <br />agreed on the importance of long-range planning for the City, with <br />City Manager Bobb stating that one of the projects he would like to <br />inaugurate was Santa Aha 2005 (a 20-year look at the City), and Mayor <br />Griset voicing the need to have planning input to the Council on <br />long-range policy develo~ent. <br /> <br />City Manager Bobb reviewed the transfer of operating costs out of the <br />General Revenue Sharing Fund, and identified funds which could be <br />shifted from the General Fund into General Revenue Sharing including, <br />but were not limited to, approximately $400,000.00 in the Neighborhood <br />Improvement Program, funds for new library books, and funds for infilt <br />housing. <br /> <br />CITY COUNCIL MINUTES <br /> <br />323 JULY 22, 1985 <br /> <br /> <br />
