ORAL COM~ICATIONS <br /> <br />Bob Davies, 2103 North Flower, addressed Council, requesting full <br />implementation of the North Central Santa Ana Neighborhood Traffic <br />Plan, including installation of diverters at Seventeenth and Flower <br />and Seventeenth and Ross Streets and closing of the Flower Street, I-5 <br />off-ramp. <br /> <br />Sue Stewart, 529 W. Santa Clara, spoke on the same subject, inquiring <br />as to whether any changes had been made in the enforc~nent of the "no <br />right turn" designation at Flower and Memory Lane and whether <br />exemptions existed for City vehicles. The City Manager explained <br />there were no examptions for City Vehicles, and that he would <br />investigate any changes in the impl~nentation plan. <br /> <br />COUNCIL AGENDA ITEMS <br /> <br />Councilme~mber Acosta requested that the 6:00 a.m. to 9:00 a.m. Police <br />enforcement of the no right turn at Flower and Memory Lane continue <br />for at least 60 days. <br /> <br />Counciln~er Young cofmnented that he was in favor of the neighborhood <br />participation in educating drivers regarding the recent opening of the <br />Broadway overpass, c~,'L~ended the Mayor in particular for his efforts <br />to work with the neighbors in resolving traffic problems in the area, <br />and requested that if any additional data were available on changes in <br />traffic patterns and accounts he receive copies of that data as soon <br />as possible. <br /> <br />Councilmember McGuigan noted two items that she planned to discuss <br />with the City Attorney; enforce~nent of the litter control ordinance <br />relative to gardener-created refuse and possible changes in the street <br />sweeping parking enforc~nent process. She requested staff investigate <br />and make recoa~nendations relative to City representation on the Orange <br />County Transit C~¥,¥,ission "Bottleneck" Coamittee. <br /> <br />Councilm~]~ber Lux~nbourger noted a need to discuss the assigr~nent of <br />parking personnel to the street sweeping program prior to budget <br />adoption. He also reported receipt of a c~nunication from nomerous <br />residents in the Highland-Nakoma Street area urging prohibition of <br />parking on street sweeping days. <br /> <br />Councilmember Acosta reported he had received several complaints re- <br />garding panhandling in Honer Plaza and at the Alpha Beta market on <br />Seventeenth Street, and inquired as to whether Police enforcement <br />might be increased. He also inquired as to why the C~L,~dnity <br />Redevelol~nent Agency had not taken action regarding the awarding of a <br />contract for a sign at the Auto Mall, and was informed by the City <br />Attorney that responsibility for implementation of Redevelopment <br />Agency actions was nonnally the responsibility of the Redevelol~nent <br />Commission. <br /> <br />CITY COUNCIL MINUTES <br /> <br />357 AUGUST 5, 1985 <br /> <br /> <br />
