<br />Section 3. The City Council certifies that it understands the assurances and <br />certifications in the application form; and <br /> <br />Section 4. The City Council certifies that the City has or will have available <br />prior to commencement of any work on the project(s) included in this application, <br />sufficient funds to operate and maintain the project(s); and <br /> <br />Section 4.
