<br />H. The Santa Ana Community Redevelopment Agency ("Agency") is vested <br />with the responsibility to carry out the Existing Plans. <br /> <br />I. The Agency desires to amend each of the Existing Plans ("Amendments") to <br />merge the Project Areas in order to combine the tax increment revenues from the <br />Project Areas and reallocate the revenues to and among the entire merged Project <br />Area that will best facilitate the revitalization of blighted areas through economic vitality <br />and increase and improve housing opportunities. <br /> <br />J. CRL requires that the Agency and the City Council hold a joint public <br />hearing to receive public testimony on the proposed Amendments. On July 19, 2004, <br />the City Council and the Agency adopted resolutions receiving and approving the report <br />to council and setting the time and place for the joint public hearing. The time and <br />place of the public hearing has been noticed in accordance with CRL for five <br />consecutive weeks in a newspaper of general circulation. <br /> <br />K. A community information meeting was held on August 10, 2004 to discuss <br />the Amendments and allow for public input. Notification of the public hearing and the <br />community information meeting was sent to all property owners and occupants within <br />the six Project Areas by first class mail on July 30, 2004; to the affected taxing agencies <br />via certified mail on July 30, 2004; and, notice of the intent of the Agency to merge the <br />project areas was sent to the Department of Housing and Community Development via <br />certified mail on the same date. <br /> <br />L. Pursuant to the provisions of the California Redevelopment Law, the <br />Agency and the City Council have held a duly noticed joint public hearing on the <br />proposed amendments for the merger of the project areas on September 7, 2004 at <br />6:00 p.m. <br /> <br />M. In accordance with the California Environmental Quality Act, the City of <br />Santa Ana has deemed that the recommended action is exempt from further review and <br />determined that Negative Declaration, Environmental Review No. 2004-34 will be filed <br />for this project. As a "responsible agency," the Agency agrees that this environmental <br />document appropriately analyzes the project and complies with the California <br />Environmental Quality Act. <br /> <br />N. The Agency and City have complied with all of the procedural rules set forth in <br />California Redevelopment Law with regard to the proposed merger. <br /> <br />Section 2. The Agency hereby approves the Amendments for the merger of the <br />six redevelopment Project Areas. <br /> <br />Section 3. The Agency recommends that the City Council approve the <br />Amendments and adopt ordinances for the merger of the six redevelopment Project <br />Areas. <br /> <br />Resolution No. eRA 2004-11 <br />Page 2 of 3 <br />
