AOMINISTRATOR may. in its sole <br />3 discretion, modify the date upon which the independent audit must be received. <br />4 upon notice to CONTRACTOR. <br />5 23. RECORDS. INSPECTIONS AND AUDITS <br />6 23.1 Financial Records: <br />7 23.1.1 CONTRACTOR sha 11 prepare and ma i ntai n accurate and <br />8 complete financial records. Financial records shall be retained. by <br />9 CONTRACTOR. for a minimum of four (4) years from the date of final payment <br />10 under this Agreement or until all pending COUNTY. State and Federal audits are <br />11 completed. whichever is later. <br />12 23.1.2 CONTRACTOR shall establish and maintain reasonable <br />13 accounting. internal control and financial reporting standards in conformity <br />14 with generally accepted accounting principles established by the American <br />15 Institute of Certified Public Accountants (AICPA) and to the satisfaction of <br />16 ADMINISTRATOR. <br />17 23.2 Participant Records: <br />18 23.2.1 CONTRACTOR shall prepare and maintain accurate and <br />19 comp 1 ete records of c 1 i ents served. and dates and type of servi ces provi ded <br />20 under the terms of this Agreement in a form acceptable to ADMINISTRATOR. <br />21 23.2.2 All c 1 i ent records related to servi ces provi ded under the <br />22 terms of this Agreement shall be retained by CONTRACTOR for a minimum of four <br />23 (4) years from the date of fi na 1 payment under thi s Agreement or unti 1 all <br />24 pendi ng COUNTY.
