Any unresolved dispute may be <br />appealed to the Governance Committee for final decision. <br /> <br />7.3 <br /> <br />Lifeguard Subsystem <br /> <br />The administration and ongoing development of the Lifeguard Subsystem <br />operational policy has been delegated to the OCLC Communications Committee. <br />'!'1--..: C ......:,.._ :eports to the OCLC. Policies developed by OCLC for the <br />operations of the Lifeguard Subsystem shall ensure that each participant is treated <br />equitably and has sufficient communications capability to meet its legitimate <br />needs. Policies developed by <br />OCPWC for the operations of the Public Works Subsystem shall ensure that each <br />participant is treated equitably and has sufficient communications capability to <br />meet its legitimate needs. Any dispute between Partner and Participating <br />Agencies over operational policies shall be reviewed by the OCPWC. Any <br />unresolved dispute may be appealed to the Govemance Committee for final <br />decision. <br /> <br />7.5 <br /> <br />Standard Operating Procedures <br /> <br />Except as provided in Section 11.3 ("Security"), individual subsystem operational <br />policy, as well as policy affecting all users, shall be published in the 800 MHz <br />CCCS Standard Operating Procedures (SOP). The SOP will be the source of all <br />radio system operational policies and procedures established by the various <br />subsystems. The SOP is maintained by OCSD/Communications and will be <br />updated any time an approved change is made to this document. <br /> <br />7.6 <br /> <br />System Priorities <br /> <br />Public Safety, consisting of City and County Law Enforcement and Fire Agencies <br />dispatch functions and individual radio emergency buttons, shall have System <br />operational priority over all law/fire/public works non-life threatening operations <br />when and if it is necessary to establish System priorities. <br /> <br />Joint Agreement Nov232004 Final <br /> <br />Page 5 <br />
