Project Understanding & Approach <br />Overland, Pacific & Cutler, Inc. has thoroughly reviewed the City's request for proposal and <br />specifically the "Statement of Work". We understand that the City of Santa Ana Department of <br />Public Works requires assistance with a variety of real estate and related services including the <br />following activities: <br />? Appraisals (real estate, FF&E, goodwill, and review) <br />? Acquisition (offers, bilingual negotiations, settlements, closings, status) <br />? Relocation Assistance (plans, interviews, recordkeeping, advisory assistance, claims) <br />? Property/Asset Management (rents, board-up/fencing, utilities, testing, demolition, sales) <br />? Other Associated Services (title reports, legals/plats, phase I's and II's, staff services) <br />To effectively provide the general service categories outlined above, the consultant must be able <br />to deliver these services in a manner that is consistent with the laws of the State and with City <br />policies, procedures, and practices. OPC understands these nuances and has demonstrated its <br />competency to the City over the past four years. We have also proved capable of responding to all <br />requests for "other services" that were presented to us. <br />In order to demonstrate OPC's qualifications and ability to perform the required services we have <br />included a description of our "Areas of Expertise" as well as a detailed "Work Plan " for general <br />acquisition and relocation services. <br />Areas of Expertise <br />Program Management: <br />Successful implementation of an acquisition and/or relocation project requires a thorough and <br />coordinated effort during planning and preparation stages as well as during the implementation <br />phase to see a project to a timely and cost-efficient completion. OPC provides management <br />services at all stages of this process. Such services include: <br />• Comprehensive initial project planning, including policy and budget analysis and <br />participation in informational meetings with the public and official representatives. <br />• Assisting with the development of administrative policies, procedures and forms <br />necessary to carry out the initial program. <br />• Ongoing general consultation and project coordination with the public agency client, <br />social service agencies, governmental entities and project team members. <br />• Representation of the public agency client at public meetings, hearings and litigation <br />related matters. <br />• Preparation of tracking reports that monitor the completion of project milestones and the <br />progress of individual cases. <br />• Coordination with public oversight agencies such as state Department of Housing and <br />Community Development, and federal agencies such as FHWA, HUD, FAA and FTA, <br />and state Departments of Transportation. <br />Page 4
