<br />bk: 9/12/05 <br /> <br />RESOLUTION NO. 2005-089 <br /> <br />A RESOLUTION OF THE CITY COUNCil OF THE CITY OF <br />SANTA ANA ESTABLISHING A TEMPORARY, <br />CONSTRUCTION RELATED, BOWERS MUSEUM OF <br />CULTURAL ARTS PERMIT PARKING DISTRICT <br /> <br />BE IT RESOLVED BY THE CITY COUNCil OF THE CITY OF SANTA ANA AS <br />FOllOWS: <br /> <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br /> <br />A. Section 22507 of the Vehicle Code of the State of California authorizes a <br />city to prohibit stopping, parking or standing of vehicles on certain streets <br />and to establish a system wherein preferential parking privileges are given <br />to residents or merchants adjacent to the streets for their use and the use <br />of their guests, under which the residents or merchants may be issued a <br />permit or permits that exempt them from the prohibition or restriction of the <br />establishing resolution. <br /> <br />B. Article XI (commencing with Section 36-480) of Chapter 36 of the Santa <br />Ana Municipal Code ("the Code") authorizes the Council to adopt a <br />resolution to establish permit parking districts wherein parking restrictions <br />apply to all vehicles except vehicles which have been issued parking <br />permits pursuant to said Article. <br /> <br />C. Section 36-481 of the Code authorizes the Council to establish permit <br />parking districts by resolution which shall include the district's boundaries <br />and maximum parking limitations within the district. <br /> <br />D. Section 36-483 of the Code states that said resolution may specify the <br />parking limitations applicable to the sides of streets adjacent to the <br />property of nonresidential users within the permit parking district. <br /> <br />E. On September 5, 2005, the City Council approved an expansion of the <br />Bowers Museum of Cultural Arts, located in the City's Museum District. <br /> <br />F. This expansion will be undertaken without closing the Museum to its <br />patrons, thus creating a temporary need for additional parking for <br />construction workers on the expansion project. <br /> <br />G. The creation of a temporary, construction related permit parking district is <br />appropriate and needed to accommodate this short-term additional <br />parking demand. <br /> <br />Resolution No. 2005-089 <br />Page 1 of 4. <br />
