Southland Car Counters, was established to deliver <br />accurate and cost-effective solutions to our client's traffic / transit data collection needs, at a reasonable <br />price. FDS has sixteen plus years of successful corporate operations that have established us as the <br />foremost, full service, traffic and transit data collection company on the west coast. <br /> <br />Field Data Services (FDS) has an outstanding team of professional full time employees that will ensure the <br />successful coordination and completion of PROJECT 5512, "Traffic Counting Services". FDS is the largest <br />and most experienced traffic data collection firm on the west coast. Field Data Services has been located in <br />the City of Orange, for over nine years and in Orange County since its inception sixteen years ago. <br /> <br />FDS has first hand knowledge of the City of Santa Ana area and the proposed study locations. Field Data <br />Services has the requisite experience, personnel, and financial resources to ensure that all requested <br />services are performed in a highly professional manner and completed on-time. All data collection will be <br />conducted on Tuesday, Wednesday, and Thursday only, unless directed by the City Project Manager. <br />Counts will not be performed during holiday periods or other special event periods designated by the City. <br />FDS has reviewed the requirements and will ensure that all data is collected in accordance with the Scope <br />of Work provided with the RFP. We can easily meet the 2-month data collection requirement for <br />appro~imately 280 citywide ADT counts <br /> <br />We have reviewed the RFP and have no suggested improvement or changes to recommend. Program <br />management will be accomplished by ensuring clear lines of responsibility and control from the City of <br />Santa Ana Project Manager through the FDS Program Manager to the Field Managers and to the <br />individuals accomplishing all phases/aspects of the program. We have selected Mr. Steve Souter, as <br />Program Manager, with over 16 years experience in traffic data collection and program management, he is <br />well suited to devote his time to the completion of the required tasks. Mr. Souter's experience as the project <br />manager for the Citywide Santa Ana counts for the last nine years, distinguishes him as a uniquely qualified <br />to manage this job. Field Data Services currentlv has a full time staff of 45 and part time staff of 10. and <br />over 250 traffic data collection machines available enabling us to support all data collection requirements <br />easily. <br />
