EXHIBIT A <br />REQUEST FOR STATEMENT OF QUALIFICATIONS <br />FOR <br />GENERAL REAL ESTATE SERVICES <br />I. INTRODUCTION <br />The City of Santa Ana ("City") is soliciting Statement of Qualification, (hereafter <br />referred to as "proposal") from professional consulting firms (individually referred to <br />hereafter as "Consultant" and collectively as "Consultants") to provide title, appraisal, <br />acquisition, relocation, property management, and real estate related services (General <br />Right of Way Services) on an as -needed basis. <br />The fee and a detailed scope of work will be outlined when a specific task is assigned to a <br />consultant. <br />Depending on the number and quality of proposals received, City may select up to three <br />firms. The City will enter into separate agreements (the "Agreement") with each of these <br />firms. As tasks are identified, they will be distributed among these firms based upon <br />their ability to perform the required work within the project schedule and budget <br />constraints. The City reserves the right to distribute the work in any manner which will <br />best serve the City's interests. <br />Il. BACKGROUND <br />The City routinely has various roadway widening and other public improvement projects, <br />which require appraisal, acquisition, relocation, demolition, and property management <br />services. In addition, other services needed may include preparation of legal descriptions <br />and maps, sale of surplus properties, alley and street abandonments, condemnation <br />consultation, environmental site investigations, and coordination with other agencies. <br />III SCOPE OF SERVICES <br />The Consultant shall provide right of way services under the direction of City staff. The <br />Consultant will be expected to provide experienced and knowledgeable professional staff. <br />The Consultants' Project Manager and staff shall be responsive and maintain excellent <br />working relationships with property owners, tenants, and City staff. The Consultant shall <br />be committed to provide adequate staffing levels at all times in order to adhere to <br />established schedules. The Consultants shall be knowledgeable and very familiar with <br />federal, state and local regulations, policies and procedures as pertain to the right of way <br />services provided.
