MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />December 2, 1985 <br /> <br />The meeting was called to order at 1:06 p.m. by Mayor Daniel E. Griset <br />in Room 831, City Hall, 20 Civic Center Plaza. Councilm~mbers present <br />were John Acosta, Wilson B. Hart, P. Lee Johnson, R. W. Luxembourger, <br />Patricia A. McGuigan, Dan Young and Mayor Griset. Also present were <br />City Manager Robert C. Bobb, City Attorney ~dward J. Cooper and Clerk <br />of the Council Janice C. Guy. <br /> <br />COUNCIL INFORMAL DISCUSSION <br /> <br />Councilm~abers informally discussed the following: Terms and Methods <br />of Election - Mayor, Council Committee System, Council Support/ <br />Assistants, and a City Council workshop. <br /> <br />At 4:05 p.m., the Council recessed and reconvened in Roc~ 147, <br />Council Chambers, 22 Civic Center Plaza, with all Councilm~mbers <br />present. <br /> <br />WORKSTUDY SESSION <br /> <br />General Plan Amendment 85-2 <br /> <br />Melanie Fallon, Planning Manager, reviewed the proposed changes to the <br />City's General Plan, indicating that California statutes required the <br />General Plan to be consistent with zoning, and that to meet this <br />requirement, the Planning Co~nission recon*nended increasing the <br />densities in the General Plan rather than down-zoning. <br /> <br />Councilmember Young inquired as to what measures might be taken to <br />prevent the construction of architecturally substandard apartment <br />projects. The Director of Housing and C~,,,dnityDevelopment responded <br />that the General Plan changes were one component of several measures <br />intended to solve this problem. Councilmember Hart recommended that <br />all neighborhoods with density problems be identified for the purpose <br />of establishing specific develoument zones if so indicated by <br />neighborhood ambiance. Fallon informed Council that staff would be <br />reviewing R3H development standards in the near future. <br /> <br />Councilm~nbers discussed concerns relative to Consent Calendar items. <br /> <br />At 6:01 p.m., the Council recessed to dinner in the Senior Citizens <br />Center at Birch Park. <br /> <br />CITY COUNCIL MINUTES 554 DECEMBER 2, 1985 <br /> <br /> <br />
