Adopt an ordinance regulating the operation of vending vehicles. <br /> <br />2. Adopt an ordinance establishing a citywide vending preferential <br />parking program pursuant to California Vehicle Code Section 22507. <br /> <br />DISCUSSION <br /> <br />This supplemental report augments the report and draft ordinance <br />previously provided for the September 6, 2005 and September 19, 2005 City <br />Council meetings. The September 6 report and ordinance presented the <br />Neighborhood Improvement/Code Enforcement (NI/CE) Council Committee's <br />recommendation concerning mobile vendor regulations, a summary of which <br />is attached (Exhibit 1). At its meeting of September 19, the City <br />Council requested more information regarding the implementation of the <br />mobile vehicle vending ordinance and remanded the Mobile Vending <br />Ordinance back to the NI/CE Council Committee for further review. At the <br />NI/CE Council Committee meeting of September 27, 2005 a variety of issues <br />were evaluated in detail. The issues and the Committee's recommendation <br />are as follows: <br /> <br />. Hours of Operation <br />Reaffirm the hours of operation (9am to 8pm) as proposed. Recommend <br />that separate legislation be created to impose the same hours of <br />operation on ice cream vendors to establish more consistent <br />regulations. <br /> <br />. Time Limitations for Transient Vendors <br />Reaffirm the proposed 90 minute time limitation as proposed. <br /> <br />. Required Distances from Schools and Parks <br />Reaffirm the proposed 500 feet separation between the vendors and <br />adjacent schools and parks, with case-by-case exceptions. <br /> <br />50A-1 <br />
