<br />Draft Findings of Fact and Mitigation Monitoring Reporting Program (applies to CEQA only) <br /> <br />2.0 PROJECT DESCRIPTION <br /> <br />The proposed action would include the construction of an overcrossing on Alton <br />Avenue/Parkway with high-occupancy vehicle (HaY) direct access drop ramps over connecting <br />to SR-55, addition of a signalized intersection with the HaY ramps, widening the SR-55 to <br />accommodate median ramps, widening Alton Avenue, relocating an existing drainage channel, <br />relocating two sections of Pullman Avenue, widening the Dyer Road undercrossing structure, <br />and modifying existing ramps at MacArthur Boulevard and Dyer Road to connect with the <br />widened freeway. Overcrossing improvements are within the existing Caltrans right-of-way and <br />the Cities of Santa Ana and Irvine. Some property acquisitions would be needed to widen Alton <br />Avenue to accommodate two travel lanes in each direction, dedicated left turn lane, and <br />sidewalks. The proposed improvements would conform to Caltrans design standards but would <br />require some design exceptions for non-standard features. The project has been assigned the <br />Project Development Processing Category 3 because it would provide a new freeway connection <br />and would require widening of the freeway. <br /> <br />The total estimated construction cost for the proposed build alternative is $83.4 million dollars. <br />The proj ect would receive funding from the City of Santa Ana, the City of Irvine, and the Orange <br />County Transportation Authority (aCTA). This project is programmed for funding in the 2002 <br />State Transportation Improvement Program (STIP), the Final 2002 Regional Transportation <br />Improvement Program (RTIP FY 2004/2005-2009/2010), and the approved Capital Improvement <br />Programs for the Cities of Santa Ana and Irvine. <br /> <br />Alton Avenue Overcrossing at SR-55 <br /> <br />K-2 <br /> <br />April July 2005 <br /> <br />55C-20 <br />
