Dewatering of contaminated groundwater, or discharging of contaminated soils <br />via surface erosion is prohibited. <br /> <br />HYD-3 <br /> <br />The City of Santa Ana and the City of Irvine have each agreed to maintain (clean) <br />the portion of the relocated channel lying within their respective jurisdictions, while <br />Caltrans would be responsible for structural maintenance of the section of the box <br />culvert located under the freeway. <br /> <br />With Mitigation the Effects are Found to be: <br /> <br />( ) Significant (x) Not Significant <br /> <br />Finding: <br /> <br />1. (x) Changes or alterations have been required in, or incorporated into, the project, which <br />avoid the significant environmental effect. (Subd. [a][1].) <br /> <br />2. () Such changes or alterations are within the responsibility and jurisdiction of another public <br />agency and not the agency making the finding. .Such changes have been adopted by such <br />other agency or can and should be adopted by such other agency. ( ) Specific economic, legal, social, technological, or other considerations, including <br />provision of employment opportunities for highly trained workers, make infeasible the <br />mitigation measures or project alternatives identified in the Final EIRIEA (Subd. [a][3].) <br /> <br />Rationale: Implementation of these mitigation measures will reduce impacts to hydrology, water <br />quality, and stormwater runoff to levels less than significant by ensuring that design and <br />construction of the Preferred Alternative meet the requirements of the Countywide Drainage <br />Area Management Plan, that a SWPPP is prepared for the project, and that both stormwater and <br />non-stormwater BMPs are implemented. No further mitigation is required. <br /> <br />Reference: The discussion on setting, impacts, and mitigation related to Hydrology, Water <br />Quality, and Stormwater Runoff are included in Section 4.2 of the FEIRIEA prepared for the <br />Alton Avenue Overcrossing at SR-55. <br /> <br />7.3 HAZARDOUS W ASTE/MA TERIALS <br /> <br />Potentially Significant Effects <br /> <br />Permanent Impacts <br /> <br />No permanent hazardous waste/materials impacts would occur associated with the operation of <br />the Preferred Alternative, as it is assumed that any hazardous waste/materials issues would be <br />remediated prior to construction. <br /> <br />Temporary Impacts (Construction) <br /> <br />The proposed project is not anticipated to pose a substantial risk of an explosion or the release of <br />hazardous substances in the event of an accident, or to otherwise adversely affect overall public <br />safety.
