<br />Draft Findings of Fact and Mitigation Monitoring Reporting Program (applies to CEQA only) <br /> <br />AQ-32 <br /> <br />During construction, the contractor shall use the following measures to minimize <br />dust: <br />. Cover trucks when transferring materials <br />. Use dust suppressants on traveled paths that are not paved <br />. Minimize unnecessary vehicular and machinery activities <br />. Minimize dirt track-out by washing or cleaning trucks before they exit the <br />construction site <br /> <br />AQ-43 <br /> <br />Post-construction, the contractor shall use the following measures to minimize dust: <br />. Revegetate any disturbed land not used <br />. Remove unused material <br />. Remove dirt piles <br />. Revegetate all vehicular paths created during construction to avoid future off- <br />road vehicular activities <br /> <br />With Mitigation the Effects are Found to be: <br /> <br />( ) Significant (x) Not Significant <br /> <br />Finding: <br /> <br />1. (x) Changes or alterations have been required in, or incorporated into, the project, which <br />avoid the significant environmental effect. (Subd. [a][l].) <br /> <br />2. () Such changes or alterations are within the responsibility and jurisdiction of another public <br />agency and not the agency making the finding. Such changes have been adopted by such <br />other agency or can and should be adopted by such other agency. (Subd. [a][2].) <br /> <br />3. ( ) Specific economic, legal, social, technological, or other considerations, including <br />provision of employment opportunities for highly trained workers, make infeasible the <br />mitigation measures or project alternatives identified in the Final EIR/EA (Subd. [a][3].) <br /> <br />Rationale: Implementation of these mitigation measures will reduce air quality impacts to levels <br />less than significant by ensuring that short-term construction-related air pollution is minimized. <br />No further mitigation is required. <br /> <br />Reference: The discussion on setting, impacts, and mitigation related to Air Quality are included <br />in Section 4.4 of the FEIR/EA prepared for the Alton Avenue Overcrossing at SR-55. <br /> <br />7.5 NOISE <br /> <br />Potentially Significant Effects <br /> <br />Permanent Impacts <br /> <br />Under the Preferred Alternative, the noise abatement criteria (NAC) would be exceeded at Sites <br />2 (Adagio Apartment Complex) and 3 (Single-Family Residence at 110 Alton Avenue).
