<br />2. The resulting cross section would be consistent with both cities <br />General Plan Circulation Elements and the Orange County Master <br />Plan of Arterial Highways. <br /> <br />3. Alternative 2 will relieve traffic on MacArthur Boulevard and <br />Dyer Road. <br /> <br />4. This alternative would also provide HOV direct access to and <br />from SR-55 from the Alton Avenue Overcrossing. These HOV ramps <br />will be integrated into the Orange County Transportation Authority's <br />Transitway project which will provide freeway-to-freeway HOV <br />connections within the 1-405/SR-55 interchange. <br /> <br />Section 4. Pursuant to Title XIV, California Code of Regulations ("CCR") <br />9 735.5(c)(1), the City Council has determined that, after considering the record as a <br />whole, there is no evidence that the proposed project will have the potential for any <br />adverse effect on wildlife resources or the ecological habitat upon which wildlife resources <br />depend. The proposed project exists in an urban environment characterized by paved <br />concrete, roadways, surrounding buildings and human activity.
