MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />January 20, 1986 <br /> <br />At 12:00 Noon, the Clerk of the Council announced to those present in <br />Room 831, City Hall, 20 Civic Center Plaza, that the start of the <br />meeting would be delayed until 1:30 p.m. <br /> <br />The meeting was convened at 2:06 p.m., by Mayor Daniel E. Griset, in <br />Roc~ 831. Councilmembers present were John Acosta, wilson B. Hart, <br />P. Lee Johnson, R. W. Lux~bourger, Patricia A. McGuigan, Dan Young <br />and Mayor Griset. Also present were City Manager Robert C. Bobb, City <br />Attorney Edward J. Cooper and Clerk of the Council Janice C. Guy. <br /> <br />COUNCIL INFORMAL DISCUSSION <br /> <br />Councilm~nbers informally discussed the following: Council Workshop, <br />Council Appointee Evaluations, New City Council Letterhead, an <br />additional Council meeting for the purpose of establishing a Charter <br />Revision Committee, and Council C~ittees. <br /> <br />At 3:09 p.m., the Council recessed and reconvened at 3:43 p.m. in Room <br />147, Council Chambers, 22 Civic Center Plaza, with all Councilmembers <br />present. <br /> <br />AMENDED FOREIGN TRADE ZONE APPLICATION <br /> <br />The City Manager informed Councilmembers that the City planned to <br />submit an amended application for Foreign Trade Zone designation, <br />indicating to the Foreign Trade Zone Board the application would be <br />changed from primary zone status to inclusion in Foreign Trade Zone No. <br />50, under the auspices of the Long Beach Port Authority. <br /> <br />He explained that the amended application would allow for quicker <br />approval by the Foreign Trade Zone Board, would take advantage of Long <br />Beach's experience with a foreign trade zone, would enable the City to <br />beccme part of the Long Beach worldwide marketing progr~, would <br />require compliance with Federal law only relative to trade zones, and <br />would provide the s~ne service to the business cu~mdnity as if Santa <br />Ana were a primary zone. He additionally recor~nended that the Council <br />appoint a Foreign Trade Zone Board composed of members from the <br />Countywide business cu,,~,unity. <br /> <br />Councilmember Luxembourger expressed concern that the City was not <br />applying for a primary designation but nevertheless expressed his <br />approval of the application. <br /> <br />CITY COUNCIL MINUTES <br /> <br />25 <br /> <br />JANUARY 20, 1986 <br /> <br /> <br />
