WITH SAME MEMBERS PRESENT <br /> <br />W.SA <br /> <br />WORK STUDY SESSION <br /> <br />Trends and Developments in Open Government Laws presented by Joe <br />Fletcher, City Attorney - Highlights of this presentation are as follows: <br />. The Ralph M. Brown Act was enacted in 1953 in response to <br />newspaper articles uncovering secret local agency meetings <br />. The law states that all meetings of the legislative body of a local <br />agency shall be open and public, and all persons shall be permitted to <br />attend any meeting of the legislative body, except as otherwise <br />provided in the Brown Act <br />. Proposition 59, adopted in November, 2004, constitutionalized the <br />Brown Act and the Public Records Act <br />. The definition of legislative bodies includes the City Council, Council <br />standing committees, and any bodies created by or at the behest of the <br />Council such as Boards and Commissions <br />. An action is a decision made by a majority of the members or a <br />promise by a majority of the members to make a decision <br />. A meeting is any congregation of a quorum to hear or receive <br />information or discuss or deliberate regarding an item within the <br />jurisdiction of the body <br />. Meetings must be held within the City's boundaries except to inspect <br />property that cannot be brought to the jurisdiction, to meet with Agency <br />legislators or outside attorneys, or to meet with other outside agencies <br /> <br />CITY COUNCIL MINUTES <br /> <br />296 <br /> <br />AUGUST 15, 2005 <br />
