Main Street Concourse Entitlement Actions <br />April 19, 1993 <br />Page 3 of 12 <br />Park. The Fidelity Federal tower and the MainPlace mall are across Main Street to <br />the west of the site (Exhibit 2). <br />The 18.9 acre site is bound by Main Street, Owens Drive and Lawson Way with the City <br />limit along the north property line. After street dedications, the net parcel size <br />is 17.14 acres. The proposed development site includes the Polly's Pies site and <br />remnants of City owned parcels acquired by the City for the Owens Drive Street <br />widening. The current zoning is General Commercial (C -2) and the General Plan land <br />use designation is District Center (DC) with a maximum 1.5 Floor Area Ratio (F.A.R). <br />Project Description <br />The proposed Main Street Concourse project will be an intensive mixed -use <br />development. Phase I will incorporate a Class -A 32 -story executive office tower, <br />boutique retail space, a community entertainment complex (cinemas and live theater), <br />and attached single family residences, connected by a pedestrian circulation <br />network. Additional amenities will include restaurants and a health club. <br />Structured and subterranean parking will accommodate 4,028 cars. Total Phase I <br />square footage is 899,125. Phase II includes a 22 story office tower, additional <br />low -rise retail facilities, a 19 -story high -rise residential condominium tower, and <br />parking structure. Total Phase II square footage is 1,065,645 (Exhibit 3). Total <br />project gross square footage is 1,964,770. Total parking provided is 5,464 spaces. <br />The variety of land uses are positioned throughout the site in a manner which <br />attempts to complement and enhance established land uses on adjacent parcels <br />(Exhibit 4). <br />The Main Street Concourse land use, planning, and design premise is unique to Orange <br />County. It stresses a people oriented environment and it parallels the European <br />Plaza concept where pedestrian and automobile traffic can co -exist on -site to create <br />an experience of urban activity in a safe and high quality setting. <br />The main plaza, "Theme Square ", will front the office towers, sidewalk cafes, and <br />retail shops. At the center of Theme Square, culturally oriented outdoor art <br />exhibits are proposed to be on display for public view. Theme Square will also <br />allow for public outdoor assembly under a landscaped canopy and among water <br />fountains. Theme Square will also be anchored by "The Concourse ", an internal <br />shopping street lined with colorful trees, flowers, street lights, textured paving <br />and festive banners. "The Concourse" will create dual street frontages internally <br />and along Main Street. <br />The commercial /retail buildings proposed on the west portion of the site in between <br />the existing Town and Country shopping center and Lincoln Town Center office <br />building creates a continuum of commercial uses along Main Street. Smaller <br />commercial buildings are placed on the project periphery. Larger buildings are <br />located away from the street to reduce the visual impact on neighboring properties <br />and streets. While smaller retail uses animate the street, the higher structures <br />will be perceived in the background as landmarks and orientation features.
