<br />RESOLUTION NO. 2005-099 <br /> <br />A RESOLUTION OF THE CITY COUNCil OF THE CITY OF <br />SANTA ANA CERTIFYING AND APPROVING THE <br />ENVIRONMENTAL IMPACT REPORT, APPROVING A <br />MITIGATION MONITORING PROGRAM, AND ADOPTING <br />CERTAIN FACTS, FINDINGS AND A STATEMENT OF <br />OVERRIDING CONSIDERATIONS FOR THE ALTON <br />AVENUE OVERCROSSING AT THE SR-55 FREEWAY <br />PROJECT <br /> <br />BE IT RESOLVED BY THE CITY COUNCil OF THE CITY OF SANTA ANA <br />AS FOllOWS: <br /> <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br /> <br />A. The City has prepared a Draft and Final Environmental Impact Report, in <br />conjunction with the United States Department of Transportation, Federal <br />Highway Administration, and in cooperation with CalTrans and the City of <br />Irvine, for the proposed Alton Avenue Overcrossing of the SR-55 Freeway <br />Project. <br /> <br />B. The Project can be described as follows: The Cities of Santa Ana and Irvine <br />propose to build an overcrossing structure over the Costa Mesa State <br />Route 55 (SR-55) Freeway between the eastern terminus of Alton Avenue in <br />the City of Santa Ana and the western terminus of Alton Parkway in Irvine, <br />Orange County. The proposed project includes SR-55 from 0.1 kilometer <br />(0.06 mile) north of MacArthur Boulevard to 0.1 kilometer (0.06 mile) south <br />of Warner Avenue and Alton Avenue from Main Street (City of Santa Ana) to <br />0.1 kilometer east of Red Hill Avenue (City of Irvine). The City of Santa Ana <br />is the project proponent and the lead Agency with the primary responsibility <br />for preparing and certifying the California Environmental Quality Act (CEQA) <br />compliance documents. The lead agency for the environmental analysis for <br />the proposed project under the National Environmental Policy Act (NEPA) is <br />the Federal Highway Administration (FHWA). The California Department of <br />Transportation (Caltrans) acts as a liaison on behalf of FHWA. <br /> <br />C. The City Council of the City of Santa Ana held a duly noticed meeting <br />regarding this Project on this date, and at that time considered all testimony, <br />written and oral. <br /> <br />D. Due to the size of the Project and the impacts to the environment, a Draft <br />Environmental Impact Report (EIR) was prepared for this project. In <br />addition to soliciting comments from concerned citizens, impacted <br />neighborhoods, state resource and trustee agencies, a community <br />meeting was held in the City of Irvine on February 25, 2004, and a public <br /> <br />Resolution No. 2005-099 <br />Page 1 of 49 <br />
